Abstract

Four times over the past 40 years the U.S. government intelligence community has been intensely interested in directly supporting U.S. business interests. The three previous debates have all resulted in a continued ban on such cooperation. Now there have been considerable changes in the world's political and military landscape and a concurrent, growing awareness of how foreign businesses are aided in their competitive intelligence efforts. The American government is revisiting the issue with greater vigor than any time in the past.
